GREAT FALLS, Mont. — NorthWestern Energy, the City of Missoula, Missoula County and the City of Bozeman announced a joint filing on Tuesday, asking the Montana Public Service Commission to approve their proposed Green Power Program.
The proposal would enable communities and businesses to support the development of a new renewable energy resource in Montana, while providing residential customers with a voluntary method to support these priorities.
The filing laid out the program structure, including who could take part, how subscriptions and cost recovery would work, what customer protections would apply and how the program would be managed. It also stated that non-participating customers would not pay program costs.
According to NorthWestern Energy, the application included a proposed tariff, subscription agreements and customer forms. It was submitted to the Montana Public Service Commission for review and consideration.
NorthWestern Energy Director of Regulatory Affairs Charlie Lane explained how the filing marked a key point for the renewable energy effort.
"The proposed Green Power Program reflects a practical, customer-driven approach that addresses evolving community interests and customer demand for additional renewable energy options while ensuring only participants bear any additional costs and receive the benefits of participation," Lane said. "NorthWestern Energy, the City of Missoula, Missoula County and the City of Bozeman have worked together to develop a program tailored to Montana customers and communities. Filing this application marks an important milestone in that work."
Missoula Mayor Andrea Davis said that the proposal was the result of years of work between the partners.
"Years of collaborative work have brought an outstanding project that could support new renewable energy resources in Montana and offer customers voluntary options. We’re looking forward to the next steps with the PSC," Davis said.
Bozeman Mayor Joey Morrison also noted that the filing could expand access to Montana-based renewable energy.
"Filing the Green Power Program at the Public Service Commission is an important step forward for Bozeman residents," Morrison said. "We know both residents and businesses have been asking for the option to sign up for Montana-made renewable energy. This is an opportunity that could benefit not just our local community but the entire state, and we’re looking forward to hearing what the Commission decides."
According to Tuesday’s press release, if the commission approves the plan and enough customers sign up, the program will then move to a request-for-proposals process for a new Montana renewable energy generation resource.
