The head of the French energy giant TotalEnergies said Monday that reopening the Strait of Hormuz -- even with a toll -- was critical for global markets.

"It's clear that reopening and the free circulation through the Strait of Hormuz, even if you have to pay to anybody, is fundamental for the freedom of markets and global markets," Patrick Pouyanne, the company's CEO, said at an event on the sidelines of the IMF and World Bank spring meetings in Washington.

Since the start of the war in the Middle East on February 28, shipping across the strait -- through which some 20 percent of the world's oil and gas is transported -- has been largely paralyzed.

On Monday, US President Donald Trump further ordered a naval blockade of Iranian ports -- another obstacle for passage through the strait.

This move will add a "layer of less liquidity in the market," Pouyanne said at the Semafor World Economy Conference.

The energy CEO said that Western countries had largely been buffered from the worst economic effects of the war through their stockpiles of oil and gas.

He warned, however, that "if this war and this blockade last more than three months, we'll begin to face some serious supply issues," notably in jet fuel and diesel.

He also pointed to fertilizer -- derived from petroleum products -- being "almost a system risk," as shortages could lead to higher food prices and thus inflation.

Pouyanne noted that fees are paid by ships transiting the Panama and Suez canals.

"The real problem is the threat" of sudden closure of the Strait of Hormuz, he said, explaining that the uncertainty will drive up prices.

(The Center Square) – Minnesota’s fraud committee is uncovering what its Republican chair calls a systemic failure of oversight that allowed billions in taxpayer dollars to flow unchecked to fraudsters.

In an exclusive interview with The Center Square, state Rep. Kristin Robbins said the scale and scope of fraud in Minnesota stunned even lawmakers who pushed for years to investigate it.

“We didn’t have any idea of the breadth and the depth of the fraud here,” Robbins said.

Robbins, R-Maple Grove, is chair of the House Fraud Prevention and State Agency Oversight Committee in the Minnesota legislature.

She explained that sustained pressure from whistleblowers, federal investigators, and journalists is only just beginning to expose the problem throughout the state.

“We were just at the tip of the iceberg in terms of prosecution,” Robbins said. “We can investigate and shine a spotlight and gather information, but the law enforcement piece comes through either the [state] Attorney General’s office or the U.S. Attorney’s Office . . . we have to let them build their case.”

This comes as criticism of Gov. Tim Walz and Attorney General Keith Ellison intensifies, with some Republican lawmakers even raising the possibility of impeachment for their alleged role in the fraud.

Currently, impeachment hearings are scheduled for Wednesday.

Robbins described Minnesota’s fraud problem not as a single scandal, but as a breakdown spanning multiple government programs – from child nutrition to housing assistance – enabled by weak internal controls and years of inaction.

“Minnesotans thought we had responsible governance,” she said. “It is absolutely clear they cannot do the most basic internal controls that everyday business owners do all the time.”

According to Robbins, agencies failed to verify whether services were provided or even whether recipients existed before issuing payments. These are lapses she called a “complete dereliction of duty.”

The fraud committee has already pushed policy changes, including shutting down the housing stabilization program and restricting new providers in high-risk areas. But Robbins said prosecutions are still in early stages.

“We’re just at the tip of the iceberg in terms of prosecution,” she said.

The firestorm first broke about the Minneapolis fraud cases following the release of reports in late November which alleged that millions of taxpayer dollars had been fraudulently stolen from the Minnesota welfare system and then sent to the Somali-based terror group Al-Shabaab.

Independent and federal investigators now estimate the potential value of fraud schemes could range between $9 billion and $20 billion.

One case highlighted by Robbins she said illustrates both the scale of alleged fraud and the state’s failure to catch it.

A man previously charged in the Feeding Our Future scandal – identified by Robbins as Gandi Yusuf Mohamed – allegedly used the same shell company tied to that case to purchase property and launch two assisted living businesses after being charged.

“The brazenness of that is stunning to me,” Robbins said. “After he’d already been charged, he took that same shell company . . . and used it to start two assisted living businesses.”

State agencies did not flag the activity, she said. Instead, it was discovered only after being identified by the legislative committee.

“The fact that they don’t have a red flag on everyone who’s already been charged … is that complete dereliction of duty? I think it is,” Robbins said.

While fraud exists nationwide, Robbins argued Minnesota stands apart in both scale and pattern.

“You can see these webs of interconnected Medicaid programs tied to these fraudsters,” she said, adding that “they were building a system in multiple program areas.”

Democrats have pushed back on that characterization. During a U.S. House Judiciary Subcommittee on Crime and Federal Government Surveillance hearing in January, U.S. Rep. Jamie Raskin, D-Maryland, argued that fraud is everywhere.

“Fraud is endemic in government,” he said, as previously reported by The Center Square. “All over the world, there are fraudsters attacking our public institutions, trying to undermine them and rip them off.”

He argued that the federal fraud investigations in Minnesota were just a “pretext” for the Trump administration.

Robbins disagreed with this characterization, arguing Minnesota’s fraud problem stands apart from other states

“I do think Minnesota is unique,” she said, adding that federal involvement is not meant to target the state. “I don't think it's vindictive. They are trying to help us stop this theft of our taxpayer dollars, so that we can clean up these programs and make sure that they're serving the right people who they're intended for.”

As an example of the unique challenges in Minnesota, Robbins noted the state was “certainly the first, certainly the largest” in the Child Nutrition Program scandal. She also pointed to data showing hundreds of millions of dollars in cash leaving the Minneapolis-St. Paul airport annually, a trend previously reported by The Center Square.

“That has tripled since this issue first became public,” she said. The totals for MSP far exceed those at larger airports such as JFK and LAX, coming in at $350 million in 2025.

Despite all this, Robbins said she is hopeful Minnesota is moving in the right direction, especially as federal agencies are now helping following years of stalled action at the state level. She urged the public to be patient.

“I totally understand people's frustration and how fed up they are, but we have to follow the process and the law,” Robbins said.

She explained agencies including the Centers for Medicare and Medicaid Services, the Department of Justice and the Treasury Department have stepped in to audit programs, track suspicious financial flows and expand investigations.

“It’s been a whole-of-government response,” Robbins said. “They are really helping shut down programs [and] hold DHS accountable.”

That intervention, she said, has begun to “turn the tide” by forcing reforms and increasing scrutiny. But, despite federal involvement and competing reform plans from Republicans and Democrats, Robbins said the full scope at the state level remains unclear.

“The real answer is, I don’t know,” she said when asked how deep potential wrongdoing might go.

Robbins said an ongoing lack of responsiveness from state agencies has only deepened those concerns.

“We have put out dozens of data requests that we have not gotten answers to,” she said. “I definitely think it’s beyond just mistakes . . . there is willful neglect and malfeasance.”

The Trump administration has given the green light for the LGBTQ rainbow flag to once again fly above New York's Stonewall, a US national monument to the struggle for gay equality, a rights group that sued for its return said Monday.

The administration had taken down the flag in February from the listed site in Manhattan, under a National Park Service edict prohibiting the display of flags other than the Stars and Stripes, with some limited exceptions. 

The Stonewall National Monument commemorates riots that erupted in June 1969 after a police raid on the Stonewall Inn, a gay bar in Manhattan's Greenwich Village, an inciting event in the history of US LGBTQ activism. 

According to the Washington Litigation Group, which initiated legal proceedings in New York to demand the return of the rainbow colors, the administration agreed, under a settlement, to reinstall the flag permanently.

"The government has acknowledged what we argued from day one: the Pride flag belongs at Stonewall. The flag will be restored and it will fly officially and permanently. And we will remain vigilant to ensure that the government sticks to the deal," said Alexander Kristofcak, lead counsel for plaintiffs and a lawyer with Washington Litigation Group.

The case they argued, which the administration accepted, is that unofficial flags can be permissible on certain sites -- as long as their display is justified by a historical context. 

The removal of the Stonewall rainbow flag had provoked the anger of LGBTQ groups and many local elected officials. 

Activists erected a replacement flag in protest. 

Since returning to the White House, US President Donald Trump has put the brakes on LGBTQ rights progress -- particularly on the rights of transgender people. 

On his inauguration day, he decreed that there were only two biological sexes, male and female, and has since sought to limit access to gender-affirming treatment.

(The Center Square) – The U.S. Food and Drug Administration issued more than 2,200 notices urging companies and researchers to comply with federal publication rules. 

A recent FDA crackdown highlights transparency issues in clinical research, as thousands of companies and researchers have failed to disclose required trial results. Some of the agency’s reminders went to taxpayer-funded projects.

Although the initial effort was described as a reminder, it noted possible civil fines of up to $10,000 a day. The FDA reminded companies and researchers of the requirements to submit certain clinical trial results information to ClinicalTrials.gov.

The federal agency, which has its own criminal investigations branch, said that companies and researchers often fail to disclose negative trial results. That creates gaps in the public record, overrepresenting successes and underrepresenting failures.

"Far too often, companies are suppressing unfavorable clinical trial results and keeping them secret from patients and the scientific community," FDA Commissioner Dr. Marty Makary said in a statement. "Those sponsoring clinical trials have an ethical obligation to make results public regardless of the data's influence on the company's share price."

The Center Square reached out to the Pharmaceutical Research and Manufacturers of America for comment on Monday.

Almost 30% of studies likely to fall under mandatory reporting have not submitted results to ClinicalTrials.gov, according to an internal FDA analysis. These studies include interventional studies with a U.S. nexus and an FDA-regulated product that are past the reporting deadline. Phase 1 and device feasibility studies are excluded.

At the end of March, the agency sent messages to more than 2,200 companies and researchers associated with over 3,000 clinical trials, including some publicly funded trials. These entities did not appear to have submitted required results to ClinicalTrials.gov or may not have completed the National Library of Medicine's quality review process. The messages seek voluntary compliance with requirements.

The FDA said it could also send Pre-Notices of Noncompliance and Notices of Noncompliance as part of compliance efforts. The agency said messages issued on March 30 "represent an extra step the agency is taking to provide the relevant responsible parties with the opportunity to comply with federal law before the agency considers whether to take further regulatory action."

"I fully support this new initiative to increase the prompt publication – as required by law – of results information from interventional studies of the medical products we regulate," said Dr. Tracy Beth Hoeg, the acting director of the Center for Drug Evaluation and Research. "We hope that the thousands of messages sent to sponsors and investigators reminding them to publicly report their findings will improve patient safety and keep researchers and the public better informed of the benefits and risks of new and investigational products."

The FDA has issued eight Notices of Noncompliance since 2021 and 232 Pre-Notices of Noncompliance since 2013. None of those have resulted in a civil penalty so far, according to agency reports.

Movie theater owners huddled in Las Vegas on Monday for their annual meeting, buoyed by optimism over the year's strong start at the box office.

CinemaCon, where film studios bring in their stars and offer a sneak peek at their upcoming slate, will serve as a stage to celebrate a 23-percent jump in takings year-on-year, in the industry's best first-quarter performance since before the pandemic.

But it will also provide an opportunity to reflect on how to sustain the momentum in a year that could bring significant changes — such as the expected takeover of legendary studio Warner Bros. Discovery by Paramount Skysdance.

"When you have consolidation of legacy studios, as we learned with Disney and Fox, the amount of movies produced goes down, prices go up, and we think that is bad for theaters," Michael O'Leary, CEO of Cinema United, which organizes the gathering, told AFP last week. 

The trade group has voiced its concerns to US and international regulators, urging them to scrutinize the expected merger closely.

"We continue to oppose this transaction (and) encourage them to look closely at this merger, because the consequences of it are serious," he said.

- Demographic Shifts -

CinemaCon is set to draw a constellation of stars to the Colosseum Theater at Caesars Palace. 

This year, attendees can expect appearances from Zendaya, Matt Damon, Tom Holland, Timothee Chalamet, and Tom Cruise, as well as acclaimed director Christopher Nolan, who is behind the epic "The Odyssey" slated for release in July. 

Presentations by the traditional studios kick off on Monday, when Sony will reveal what it has in store for 2026. 

CinemaCon, which runs until Thursday, will also serve as a forum to discuss some of the structural changes in movie-going habits that are affecting the industry.

These include the shifts in audience habits engendered by the pandemic and the explosion of streaming, which has seen viewers choosing to stay on the couch.

But they also include a surge in cinema-going by Gen Z, apparently attracted by the "authenticity" of the experience.

A decade ago, filmgoers in the United States and Canada would frequently spend more than $11 billion annually at the cinema, but since the pandemic, the total take has not exceeded $9 billion.

This year's string of big releases has sparked hopes that there could be a return to such lofty numbers.

The opening weekend for Amazon MGM's "Project Hail Mary" logged a healthy $81 million, and was followed up by "The Super Mario Galaxy Movie" with $131 million.

Upcoming releases expected to do well include Michael Jackson biopic "Michael," "The Devil Wears Prada 2," "Star Wars: The Mandalorian and Grogu," "Spider-Man: Brand New Day," "The Odyssey," and the third installment in the epic "Dune" series.

CinemaCon will also present awards for big-screen achievements to a diverse group of stars, including actor LaKeith Stanfield ("Atlanta"), rapper and songwriter Queen Latifah, and acclaimed director James Cameron. Catherine Laga’aia, the star of the live-action adaptation of "Moana", will be recognized as the Breakthrough Star of the Year.

(The Center Square) – Hearings are expected this week in the case of an Army veteran charged with violating the Espionage Act between 2022 and 2025 from her time spent with an elite Fort Bragg unit between 2010 and 2016.

Courtney Williams, 40, shared classified information with a journalist, says the complaint from the U.S. Department of Justice. She was indicted on Wednesday a day after arrest.

“We trust our war fighting individuals to cooperate as a team to protect our military and country,” said U.S. Attorney for the Eastern District of North Carolina Ellis Boyle. “We will pursue criminal charges to keep these warriors safe whenever we find leakers exalting their own feelings over the safety of the United States.”

Williams had a top secret/sensitive compartmented information security clearance while working for a special military unit, says the Department of Justice in a release.

The Justice Department said in part, “As a clearance holder, Williams received training as to the proper handling, safeguarding, and storage of classified information. Williams also signed a Classified Nondisclosure Agreement which, in relevant part, confirmed her understanding that the unauthorized disclosure of classified information could constitute a criminal offense. In her role at the SMU, Williams had daily access to a broad range of classified information.”

The reporter and specific unit are not identified in court documents. Dates and details, published reports say, match an article and book about the Army’s Delta Force written by Seth Harp.

Harp’s published release of “The Fort Bragg Cartel,” with accusations of sexual harassment and discrimination, came out in 2025 when Politico published a story under the headline, “My Life Became a Living Hell: One Woman’s Career in Delta Force, the Army’s Most Elite Unit.”

The Justice Department said telephone and text messages between the journalist and Williams totaled 10 hours and more than 180 messages over the three-plus years. In a message to someone different than the journalist, Williams wrote in part, “I might actually get arrested.”

Prosecutors said Williams in one communication wrote she was “probably going to jail for life.” And, she said she knew her entire career the risk and consequences for disclosure of classified information.

Harp has since publicly defended Williams as a whistleblower and honest.

The case investigation is led by the FBI’s field office in Charlotte. Logan Liles, assistant U.S. attorney for the Eastern District of North Carolina, is joined by trial lawyers Menno Goedman and Matt Hracho of the National Security Division’s Counterintelligence and Export Control Section in prosecuting the case.

(The Center Square) - Taxpayers are expected to spend 6.93 billion hours and more than $477 billion to be in compliance with the 2026 tax filing season, according to a new report released Monday.

Tax Day is Wednesday. The National Taxpayers Union Foundation released a report with estimates on how much time and money Americans are expected to spend.

The report estimated the average American will spend 12 hours and $290 to complete their tax return. The report anticipated a decrease in compliance burdens from its peak of 7.93 billion hours in 2023.

The report estimates that tax compliance costs include $319.7 billion in lost time and at least $157.1 billion in out-of-pocket expenses, including tax software and professional services.

“Time is money,” said Damien Brady, vice president of research at NTUF.

The report found the current tax code contains 4.26 million words and contains provisions that may overcomplicate tax burdens. Brady told The Center Square he was shocked to discover the tax code’s word count length.

“When they first implemented the tax laws it was only supposed to impact just the very wealthy and it was just a few pages long,” Brady said. “Now, there’s hundreds and hundreds of pages of regulations that implement the tax laws.”

The report noted that the tax provisions in the One Big Beautiful Bill and the Tax Cuts and Working Families Act simplified tax compliance burdens for 30 million additional Americans. The report noted that legislation nearly doubled the standard deduction from $6,500 to $12,000 for single filers and from $13,000 to $24,000 for married filers.

In 2024, 90% of Americans took the standard deduction rather than itemizing their deductions. Brady said he expects this legislation to show large benefits.

“It’s a pretty significant time savings for those people versus all the time that would go into itemizing,” Brady said.

The report also found that business owners are paying more in compliance burdens when they do taxes. In tax year 2025, businesses spent, on average, 21 hours filling out the 1040 form, compared to individual filers who only spent eight hours on average.

“It’s time and out-of-pocket expenses that are being diverted from, especially on the business side, investing back into your businesses, hiring new people, increasing productivity,” Brady said. “It’s something to be aware of whenever Congress is enacting new legislation."

The report also found inflation would play a significant factor in the increased tax burden. The estimated $477 billion in compliance costs is a record high for the estimate.

“The cost of goods have increased first as a result of the pandemic, and the shortages and the shipping issues,” Brady said. “Currently, we’re seeing it again with high gas prices that will flow throughout the economy.”

The report attributed reductions in compliance hours to improved IRS models and simplification of the tax code. Brady called on the IRS to produce tax compliance reports once again in order to give lawmakers more clarity on what portions of the process are most complex.

“There's administrative things you can do to ease compliance burdens by providing clearer guidance in places where there's a lot of confusion,” Brady said.

He said there are many areas of the tax code that are out of scope when an individual attempts to access help.

“There’s certain things that they are not allowed to answer,” Brady said. He also called on the IRS to implement clearer guidelines for digital asset regulation and 1099-D forms.

“There’s a lot of data flowing through the IRS and we want to make sure that data is protected and secure,” Brady said.

The report is based on documentation provided by the IRS that estimates time and out-of-pocket costs that taxpayers take on when complying with tax forms. NTUF compiled all information on compliance costs across the various forms of which the IRS provided information.

Brady called on Congress to review the report and seek legislation designed to provide a better tax filing experience for taxpayers across the country. He pointed to the proposed Taxpayer Assistance and Service Act as a model piece of legislation for the future tax code.

The act would digitize tax returns and correspondence, mandate the IRS provide annual tax complexity reports and make the IRS more responsive to taxpayers who need help.

“There’s some good things in there as a starting point for Congress to improve the IRS and improve the administration of the tax code,” Brady said. “Americans definitely deserve a better tax system.”

If the McDonald's delivery to the Oval Office on Monday wasn't extraordinary enough, President Donald Trump's press conference on Iran, the pope and Jesus certainly was.

The 79-year-old, a well-known fast food fan, emerged from the heart of the White House to take possession of two bags of burgers from a DoorDash employee.

"I have a DoorDash order for you Mr President," said delivery worker Sharon Simmons, wearing a red t-shirt with her company's logo, as she handed him the paper bags.

"This doesn't look staged does it?" Trump asked reporters after receiving the delivery from Simmons, whom the company described as a grandmother of ten from Arkansas.

The event was designed to highlight billionaire Republican Trump's "no tax on tips" policy, which he said had resulted in an $11,000 rebate for Simmons this year.

But as ever with the oldest elected president in US history it quickly swerved into surreal territory, on the biggest possible topics.

"Mr President, did you post that picture of yourself depicted as Jesus Christ?" asked a reporter.

Trump had come under fire after a now-deleted, AI-generated image appeared on his Truth Social account on Sunday night showing him as Jesus, shortly after he criticized Pope Leo XIV over his stance on Iran.

The president was having none of it.

"I did post it -- and I thought it was me as a doctor and had to do (with the) Red Cross," Trump replied. 

"And I do make people better. I make people a lot better."

The questions then turned to the Iran war, a conflict that has sent oil prices soaring and raised questions about the US economy ahead of crucial midterm elections in November.

Trump's self-imposed blockade on Iranian ports took effect just over two hours before the press conference, following the failure of talks in Pakistan at the weekend.

Insisting that Iranian representatives had called Washington since, Trump said Iran "very badly" wants to make a deal, which he said had to include stopping Tehran from ever getting a nuclear weapon.

- 'Good tippers' -

With the bemused delivery worker still at his side, Trump then also made it clear he was not going to be apologizing any time soon to the first US-born head of the Roman Catholic Church.

"There's nothing to apologize for. He's wrong," Trump told reporters, a day after another Truth Social Post and comments to reporters slamming Pope Leo over his opposition to the Iran war.

"Pope Leo said things that are wrong. He was very much against what I'm doing with regard to Iran, and you cannot have a nuclear Iran," said Trump, adding that Leo was "very weak on crime and other things."

Trump then veered onto one of his favorite topics -- his administration's ban on transgender people in women's sports -- and asked Sharon Simmons what she thought. 

"I really don’t have an opinion on that," she told the president of the United States. "I'm here about no tax on tips."

Another question for the DoorDash employee came from reporters. 

"Are the White House good tippers?" she was asked.

"Um..." she said with a shrug.

"Wait," said Trump, before reaching into his trouser pocket, pulling out what appeared to be a folded $100 bill and handing it to Simmons.

"Thank you," the grinning president said to the reporter. "You reminded me!"

(The Center Square) – Senate Republican leaders have secured President Donald Trump’s endorsement for a second budget reconciliation bill that would provide funding for ICE and Border Patrol.

Senate Budget Committee Chair Lindsey Graham, R-S.C., and Majority Whip John Barrasso, R-Wyo., began the process of crafting the party-line, filibuster-proof legislation Monday and are expected to have it on the chamber floor by next week. 

The legislation will not only include current annual funding for the agencies but also funding for the next three years. Because Republicans are using the reconciliation process to pass annual appropriations funding rather than new deficit spending, no offsets are currently planned.

The tactic comes after weeks of failed negotiations to reopen the Department of Homeland Security. 

Republican leaders finally determined that the only way to end the DHS shutdown without folding to Democrats’ immigration policy demands is by stripping immigration enforcement funding from the Homeland Security bill, the only remaining fiscal year 2026 appropriations bill that Congress hasn’t passed.

That hybrid Homeland Security bill already passed the Senate and only needs the House’s approval to reach the president’s desk. 

But since skeptical House Republicans are waiting for concrete progress on reconciliation before approving the legislation, the now 58-day DHS shutdown will likely last at least seven more days.

The process could drag out even further due to a boatload of other floor activities that Congress failed to complete before leaving for a two-week recess. 

A controversial surveillance tool of the National Security Agency, FISA Section 702, expires April 20 unless Congress reauthorizes it. Many Republican lawmakers are opposed to a clean extension – which House leaders have already planned – and are pushing for amendments to better protect Americans’ electronic privacy.

The Senate will also resume its marathon debate on Republicans’ SAVE America Act. The bill would require Americans to present proof of citizenship when registering to vote, necessitate in-person voter registration for federal elections, and require states to remove all noncitizens from their voter rolls.

Additionally, Democrats in both the House and Senate will respectively force votes on an Iran War Powers Resolution. Though previous votes on such resolutions failed, Democrats hope that recent escalations of the Iran conflict will persuade a handful of Republicans to support it.

US President Donald Trump on Monday deleted a social media image apparently depicting him as Jesus after an outcry from religious leaders that he was being blasphemous.

The image posted on Trump's Truth Social platform showed him in flowing red and white robes, touching the forehead of what appeared to be a sick man and with light shining from his hand and head.

An American flag waved in the background while various figures gazed up at the president in reverence.

The AI picture was posted late Sunday and removed Monday.

Asked about the post, Trump denied that he was trying to look like Jesus Christ.

"I did post it, and I thought it was me as a doctor and had to do Red Cross," he told journalists. "It's supposed to be me as a doctor, making people better. And I do make people better. I make people a lot better."

The post generated an outcry from several prominent conservative Christians who are among Trump's biggest backers.

"I don’t know if the President thought he was being funny or if he is under the influence of some substance or what possible explanation he could have for this OUTRAGEOUS blasphemy," Megan Basham, a conservative journalist and commentator wrote on X.

"He needs to take this down immediately and ask for forgiveness from the American people and then from God."

Trump has previously used religious images in his posts. During his 2023 bank fraud trial, he shared a sketch from a supporter that showed him sitting next to Jesus in the courtroom.

His advisors have repeatedly cast him in a Jesus-like role.

During an Easter lunch event at the White House earlier this month, Paula White-Cain, a televangelist who has served as his spiritual advisor, likened Trump to Jesus.
